This is the fourth submission from
the Pontyclun New Town working group. The first three (submitted in December
2011; September 2012; December 2012) should be read as providing the main
response to the September 2012 Design and Access Statement taking forward Phase
1 of the proposed development in relation to the establishment of a new
Sainsburys Supermarket.
We remain concerned that the
January 2013 Transport Assessment addendum again refers in detail to the
discussions between the developer and RCT but has little regard to the issues we
have raised on behalf of the community. We trust and hope that the councillors
will have proper regard the issues raised in our submission when they consider
the proposals.
In this submission we wish to
emphasis two points made that we made in the earlier submissions.
1. The
basic assumption of the plan is to encourage the diversion of local car based
retail consumers from in RCT and other local areas to this development. The
January 2013 Transport Assessment addendum appears to come to the conclusion
that there is little need to change the transport infrastructure proposal as a
result of Phase 1. Section 3.9 stating
‘The ARCADY analysis
demonstrates that in the 2021 Weekday PM and Saturday peak periods the
roundabout is able to suitably accommodate the Phase 1 traffic.’
Presumably 2021 means 2012? And references to Cowbridge Road in other parts of
the document should be Llantrisant Road? We do not accept this assessment as
a. There does
not appear to be a mention in the addendum of traffic on the 4119 being taken
into consideration
b. It is
extremely difficult to understand the data as presented and all we can do is
point out that our personal and qualitative experience may be more relevant,
with slow moving traffic along the 4119 to the M4 junction at existing peak
times together with an increase in all traffic on other feeder ‘rat run’ roads
through Pontyclun.
c. If the aim of
the plan is to increase the number of retail users Phase I can only make a
unacceptable situation worse.
2. The report is
technical in the extreme and no attempt has been made to present the evidence in
a manner that a reasonable lay person could understand. Therefore we do not
believe that this amounts to meaningful consultation, enabling us to be able to
respond in a way that would enable further discussion to take place.
